Guidelines for Introduction Heat Metering in the City of Belgrade

Abstract

“Our ambition must be to give consumers better control over the heat they consume; it should be clear how much they are consuming, that they are billed on this basis and they know how their bill is derived. This is likely to be fairer for the consumer, and to encourage more efficient use of energy. That is why these provisions are included in the Energy Efficiency Directive. However, consumers will only benefit as long as it is not disproportionately expensive to make the metering that are required. It must be practical and economic to do so.” (The metering and billing of district heating, district cooling, and communal heating and hot water systems, Government Response to the ‘Implementing the Energy Efficiency Directive as it applies to the metering and billing of heating and cooling’ consultation, November, 2014)
