Views from the other side of the Atlantic : How land-use planning systems can support the strategic qualities of urban planning?
Abstract
This article examines land-use planning systems in the US, focusing on the preconditions the systems create for strategic planning practices. These preconditions, the paper argues, are created in the US-based systems in particular by the differentiation between comprehensive planning and zoning. Besides providing knowledge on the US-based planning systems, the purpose of the article is to put into a comparative perspective the ongoing discourse on the renewal of the Finnish planning law. In this discourse, there is an agreement on the need to strengthen the strategic qualities in planning. However, the definition of strategic planning and the place of strategic planning in the planning system that has been traditionally based on the hierarchy of land-use plans has created controversy.
